Culley, a recent high school graduate, was remarkably quick-witted following a severe car accident: he utilized his hoodie and a metal rod to fashion a makeshift tourniquet, saving his friend’s life. The car, having rolled and struck a large tree, left passengers in dire need. It was Culley’s training from Western Harnett High that equipped him with these critical life-saving skills, remarked Morgan Langdon, the district chief of Harnett County Emergency Services, during the award ceremony.
